I just returned last night from a business trip to Las Vegas. On Sunday afternoon, there was ice in the fountain in front of Ceasar's Palace. Not as much ice as your photo today, but not what you would expect to see, ever, in Vegas.
It would not be a good time to stand on those rocks.
