OK, golf and to help an older person seems to easy, and it doesn't look like a mower. I like Sally's idea, but I'm going with..... for a child or a second passenter to be on the back of a bike.
Oh I really wish I knew the answer! I want that postcard :) My first guess was something to do with mosquito abatement... but I don't know if there's a big mosquito problem in St Paul. Cheers!

I think I saw something very similar down town this morning.
So is it a mobility scooter as we call them in the UK? The bit at the back is for strapping in a shopping basket [probably with its own wheels]. The user, having left the vehicle can then push the trolly round the shopping mall, come back, strap it on the back of the vehicle and then motor off home.
