This reminds me so much of a similar memorial in my old home town of Quincy Illinois. The memorial there is in a cemetery that sits high up on a bluff overlooking the Mississippi River.
The town I grew up in has a memorial in honor of those who died in World War 1 from the area. I used to walk pass it everyday on my way to school. The memorial is in the middle of a big intersection.
